The real problem is dealing with the rock face. There is a lot of loose rock on the face that still hasn't fallen down, so you can't just start picking up the rocks at the bottom. You have to get all the other crap down first, then clean everything up, then secure the face with some retaining devices if necessary. Then it's got to be deemed safe for passage... it just takes time unfortunately, and since it's not on a real high priority road (like an interstate highway) it's not going to get done overnight.
