^ not necessarily.

The ECU relearns some of the parameters.. it doesn't add to the performance. It actually often might even take a little away as it enriches the fuel mix a little to account for leaning out. It is built to learn to correct itself so that it runs at certain parameters, not built to learn how to take advantage of addons.

That does't mean there aren't gains to be had without a tune though... you will make more power, just nowhere as much as you would with a good tune.
