23 is the empty one. I think you were looking at the pins from the wrong side of the connector. 22 and 23 are in mirrored positions, so looking at the connector from the opposite side it would appear as you've described. The FSM diagram of the pin locations is looking at the connector from the wire side, which I personally find counter-intuitive but I have gotten used to it over the years.
