Now, I think the laws for anything is too lenient and soft. Make the penalties so extreme (like Biblical times) that it really makes potential criminals think and further discourage any criminal effort.

Steal? Get your hands chopped off.
Rape? Get your privates mutilated.
Distribute and/or do drugs? Death penalty.
