This is something more along the lines that Husam/Seb/Eugene/etc. should answer, but from my take: It's not only the O2 sensors, it's also the Evap and possibly the modification of the "OBD tables outside of OEM min/max parameters" (or whatever it says) that could potentially seriously limit the ability of a tuner to tune a vehicle, especially a boosted one.
