I believe in both positive and negative reinforcement, but there is a time/place for each. Getting rid of dead-weight employees, I totally agree with. But treat your loyal, productive employees with respect. Without them, you don't have a company to run. Also, her message was hit the goal and not worry about the bonus, whereas you said if they hit the number's, then it's time for the carrot. So her expectation was to achieve the goal with the understanding that there would not be a bonus.

I think we fundamentally have a different view of what a lower level employee is “worth” to a business, I think part of that is generational.
I heard her speech differently in that I took away that she was saying don’t worry about bonuses until after we hit our numbers which to me means once their target is reached, then we talk carrots.
To be fair, I wasn’t sitting there rewinding and analyzing her speech and picking it apart either, so I may have inferred something she didn’t say.
