I thought he lived in the same apt complex? They didnt get his plate number and look him up? If you know who it is and you are not going to use your ins company (lower your deductable) then keep all the stuff you had to go through with this and sue him in small claims court. But Im curious as to why the police havent got him yet? I would be asking them every day if they spoke to him and ticketed him. But really if the cost is more than your deductable then you might as well use it and save some cash. It only goes on the carfax if there is a police report and they send it in.

And if they dont do anything and you know where he parks then revenge is a bitch.
