Managed to get it off.
I cut through the flange on the bolt and could remove the bolt with my fingers. I then had to grind some flat spots on the rear of the broken pulley for the fingers of my puller to grab on to. After that, it simply pulled off. Here’s the photos. I hope this helps someone else.
