Probably. MotorvateDIY would probably know how to do it.
If you have syncro rev match, the current gear position is on the CAN bus... but I think it may be better to use vehicle speed.
For example, while the vehicle speed is between 0 (staged) and 20 MPH (or what ever number works best) the clutch delay valve is enabled.

After 20 MPH the clutch delay valve is not enabled, allowing full clutch clamping for shifts. Just my 2¢
