Phunk, finally had time to take the fuel pump assembly out. The fuel level issue was due to the level assembly falling off the surge tank. I made sure it clicked in this time. I also found I had a grounding issue when checking grounds with my VOM. I moved the fuel pump grounds to the pump assembly that bolts to the top hat. I had to sand off the anodized coating to ensure I was getting a good ground. Only other thing I found is one of my fuel pump positives fell out in my hands. I wired in the new pigtails so if I need to replace the pumps in the future, It will be simple. I did install the new pumps, No since in not doing it while I was there. Thanks for the help.
