I recommend complete removal of old brake fluid from the entire system and refilling as if you only remove the fluid from the reservoir all of the existing fluid will still be left in the lines and calipers, i.e. the "business end".

I use a digital brake fluid tester to determine the percent of water in the fluid and change when greater than 2%.
