If it has a set torque, I wouldn't think so. Torque to yield
usually has an angle measure.
I'd say his torque wrench is mis-reading, or set incorrectly.
FSM calls for initial 11 ft.lbs and final 29 ft.lbs does NOT say to replace bolts.
