Could run a usb dac on their hub and their response was yes.
Maybe, it did not work for mine but it worked in my Anker USB hub. I suspect there was not enough power to run the device.

The usb hub doesn't supply any power to it's ports when the ignition signal is off.
Yup, once that 15W power supply loses power all devices on the hub lose power.

It doesn't allow power draw out of the tablet to power the hub or anything attached to it.
Yep that chip/board pictured as USB-C PD is what prevents that.
