I don't think he went thick enough to need that. Sand can go in a foot thick and still hit 95%+ with a medium size plate packer. And most of the time less is more with sand. I've seen it fail from too much packing/too large of a packer before. Instead of packing it just shook everything loose.

And it's not like he's pouring a foundation on top of it so it's not a big deal. I retired as an inspector for the state of California. Utility trenches even had to done in lifts per state code even if they were backfilled with sand. And compaction tests were done on each lift.
