You don't need photoshop, unless you want to add some spice to the photos. If you simply want to scale and crop, just use MS Paint. That's what I do since I'm pretty content with most of the files out there. Since most backgrounds are distracting (unless it's a splash screen on power up), I like to darken the photo to make it less noticeable.
