This is exactly correct!!
While the ECU was being flashed, it didn't have time to communicate with the VVEL module on the dedicated CAN bus or other modules on the other CAN bus and these code are set.
Every CAN bus module (ECU, TCM, BCM, M&A, IPDM/ER, etc) needs to have constant communication to and from every other CAN bus module. If more than 2 seconds go by WITHOUT communication (like when flashing an ECU) a CAN bus code is declared.
It can not be cleared by a scan tool, as it is a "Permanent" code. BUT after the required drive cycles, it will be cleared by the ECU once it has confirmed communication is good.
It is normal and nothing to worry about
