This is a trash article peddling misinformation. They sold only 28 370Zs in 2021 because there were probably only 28 new 370Zs left to sell as of Jan 1st this year.

In my last convo with a dealer manager, the final 2020 370Z rolled off the production line way back in June of 2020 (at least for North America). The remaining 2020 Z's sold out quickly this year and there are virtually none left nationwide in the US/Canada.
