The high beam function is not intuitive (at least not to me). The lamp is on high all the time and a shutter is placed in front of the lamp for low beam mode. To get high beams, a solenoid moves the shutter out from in front of the lamp. Better description, wiring diagrams, connector pinouts, etc are in the FSM (link in sig).

My SWAG is that prev owner messed up the wiring to the high-beam solenoids.
