Gotcha, yes Whiteline says to not install the upper metal.

Upon deleting the bottom rubber isolater there is a gap between the large washer at the bolt head and the bushing. The gap's only around the outer 2/3 of the bushing surface, I assume that's due to the beveled surface of the bushing.
