You have to give rep to 2 other forum members before you can repeat rep for a specific individual. So you only need 3 different forum members to give out all 8 daily reps
You can also rep people that are already maxed out. The numbers change slightly. I want to say the maxed out range is somewhere between 2,683,000 to 2,688,000.
