Houston had to do that a while ago because of federal emissions regs that affect funding for roadways. They took highways like I-10 and US 290 and dropped them from 70 mph to 55 mph. Accident rate skyrocketed due to speed differential because some people slowed down and most didn't. Feds came back and said well I guess that was good enough and now 65 mph is ok
