but speaking of the fronts... do typical alignment techs even know how to adjust those? can each side of the arm be reached from underneath the car without removing the wheel?

No problem making adjustment without removing the tires. To loosen the pinch bolts. Go behind the tire with a long extension with an allen bit. The camber/caster is over the top of the tire with a long extension and socket.
