Correcto. Ive heard Texas and Cali are no dummies - they know exactly where they should be. If it isn't there, fail. They can hammer you for something potentially ridiculous like $10000 per cat missing, as its a federal fine. Does this happen often? Nah, I'm sure they tell you to fix it and if you do, game on. But the possibility is there.

Other states like Nebraska dont even do bloody inspections PERIOD...it could be a rusting heap on 3 wheels, missing the 4th, and as long as it has a VIN it'll be good to go.
