3 things.
1. Rebed the pads.
2. Cut the rotors and rebed the pads.
3. Sometimes the pads and rotors don't like one another. It's a combination of the pad material and the grade/alloy of cast iron. Change one or the other and see what happens.
You should hear my 10/8 pads with the RacingBrakes rotors when cold. Finger nails on a blackboard. But I love the stopping power.
