Default high stall converters

This is probably a dumb question, but, with a higher stall converter, say 2500RPM, is there a transition where at 2500RPM that it starts enguaging, or, does that mean it's like a clutch dump at that RPM (ie, slams)? What about if the engine RPM's go below 2500RPM, does it release again?

I'm curious about drivability if something like that comes out. I'd love to be able to bump up the RPM's a bit for a better launch, but I don't want to be slamming my drivetrain all the time.
