You've got it wrong... it's community involvement.
Racing teams, especially in NASCAR, do this all the time... They have contests where fans submit paint schemes and the best one gets their scheme on the car, a trip to the race it's run at, etc.
This is pretty much the same -- the best scheme, if used, will have their design on Forged's race car and get $250.
