The engine would have to be certified for sure. By reusing an engine out of another car. It won't take much to certified it. If it was a whole new engine. Yeah, that would take longer.

If they just change the bumper cover. It might not need to be certified for that. If they make changes to the frame, bumper support. That would need to be certified.
