Yep, you can. I have a 3.47 jackshaft and a 3.00 sc. The problem with changing the jackshaft pulley is that you'll need to add a spacer to the sc pulley and idler pulley because the stock 3.2 jackshaft pulley is a different offset than the vortech pulley you'll be replacing it with.
