RACE TAXI (not Ring Taxi) is a subsidary of getspeed.de - which is a performance racing team based at the Nurburgring, specialising in racing Mercs (and Porsches). All their staffers have RACE TAXI logos plastered all over them. This guy could be test driving a Nissan mule because Nissan want to test the drivetrain at the 'Ring, using someone who knows the track like the back of his hand, just to see what it's capable of. You're wrong to assume it's a member of the public.
As for the front bumper, you say in a later post that Nissan have their own test facilities, thereby answering your own question about why it's got flies and marks on it.
Nothing is 100% certain, but my money's on it being legit.
