Great comment. Unfortunately the people that have the money are disproportionately responsible for new legislation. As part of working with a local representative candidate, I started reading some of the bills his opponent had sponsored. One of them he'd pushed for was that basically if you donated to a college or university, you could write it off as a tax deduction, even if your child received a free education as a result. Another was that an oil company couldn't be fined or regulated if it was going to cost them more than $1 million, no matter what it was they had done, unless the whole government agreed on it (which was not going to happen since at the time, 80ish percent of the local government was dependent on their donations to get elected).
