As I own a 5 digit UK numberplate (which I purchased as a personalised numberplate) including a "1" a different law applies:
R1 WFS
I must use the correct legal font.
I must have the correct spacing between letters/numbers.
I must have a certain sized border overall (This is what allows me to have a shortened numberplate which required a USA front numberplate mount to look good).
They contain all the legal markings (manufacturer/postcose/BSAU marking) which a genuine numberplate manufacturer woul not put on if it was a non legal "showplate".
All legal parameters are correct so the numberplates are totally legal in the UK.
Is there anything else he is not happy with?

The digits must all be black. The new number plate format consists of 2 letters, 2 numbers, a space of 33mm and 3 random letters, which can now contain the letter 'Z.' It is an offence to rearrange or alter the digits on a number plate
