Default Rear tow hook

I always assumed looking at the square cutout above the fog light that we have a mount for a rear tow hook. I popped the cover and discovered what many here already know... That there are no threads for the tow hook.

Im wondering if it can simply be tapped for the hook. I've read a few of the threads about it and everyone says weld it, then tap it. What exactly does that mean? Is the rear crash bar not strong enough on its own to be tapped as-is? I can tap a hole but I can't weld.
