Not to sound like a broken record, but just drive the car around the block and see if the cruise control system works. Its the easiest way to test if the problem is the top clutch switch. If the control system does not recognize that your foot is off the clutch due to a problem with the switch, it will not allow cruise control to fully activate. This is because cruise is intended to automatically turn off if it notices you press on the clutch at all similar to how it behaves if it sees you press the brake pedal.
