The seat back must be removed to get at the bottom of the head rest mounting rods. Depending on your model at the bottom of the rods, there is a plastic spread clip that must be squeezed together on each rod, or just on one rod, to allow the head rest to be pulled out the top of the seat.

The seat back, on most models, unclips from the seat frame at the bottom, then about half way up the seat back, pulls straight back from the seat, and does the same again at about 1/3 of the way to the top of the seat.

When all of those clip areas are free, the very top of the seat back pulls straight down to release the seat back from the frame.

The head rest mounting rods are fully visible then.
