I'd propose a 1-2% income tax increase dedicated only to the roads for a specific length of time then end it !!!!
This way everyone pays, because everyone uses the roads either directly or indirectly.

i'm pretty sure PA has everyone in the US beat on fuel taxes. we legit are the highest in the country at like .60 now
literally if i drive 30 min into ohio it's .80+ cheaper typically.
