Do NOT contact her. If you're not a lawyer, you can end up saying the wrong thing and making matters worse.

Suing her is probably useless - if she doesn't have insurance, she probably doesn't have enough money to pay for your damages. Can't get blood out of a turnip. As per CRiZO, even though she caused the accident, she probably isn't legally liable.

If the police aren't interested in her making false statements, no insurance, fake papers, etc, maybe the Prosecuting Atty (or similar) will be interested.
