"Enforcement personnel must make a professional evaluation to determine if excessive noise statutes are being violated."

To me, a professional evaluation should include either a professional audio engineer (or similar professional with relevant experience) or professional equipment to make the determination. My guess is CA will pay for enforcement personnel to get certified in a relevant audio field or the state will buy them all dB meters to add to their utility belts. At the taxpayers' expense, of course.
