That harness actually works, it's for the Euro and JDM spec fog lamps. USDM 370Z's don't come wired so you'd have to wire it yourself.

There's many ways you can wire the fog lamp, using that oem harness is probably the easiest way to wire up the fog lamps (took me 10 minutes) only thing is the light will act as a parking brake light. It won't brighten when you step on the brakes.
