Default HVAC Techs

For the hvac licensed techs, I have a few q’s:

1. Should either of the line on the outside condenser, suction or liquid, be sweaty?
2. Is it okay if neither of the lines above are sweaty? Temp outside is a approx 78.
3. The supply vent air temp is reading 61 after running for about 25 min. This a good sign? Room temp was about 80.

Reason I ask is bc the coils slightly froze up (slightly the bottom coil part) the night before.
