Is your car too loud, I think 95db max is the limit. You can download a db meter app on your phone and get an idea of how loud it is. You'd have to find out what the distance is to hold the meter away from your exhaust pipe for testing.

If it were me I'd find out if it really is too loud before I put my stock exhaust back on. Unless the cop used a decibel meter to test your car, he could be wrong and your car is fine. The state ref would confirm that.
