There is nothing wrong with the vehicle. You oil cooler uses the engine coolant for cooling so there are two factors at play in the temp of your oil - the amount of heat you are putting into it from driving, and the amount your oil can be cooled by the coolant. You hit 220 in traffic because the radiator doesn't work as effectively at a stand still... the radiator cools the coolant, the coolant cools the oil.
