I agree with your solution, but I'm not certain stainless steel is necessary, but whatever works for you.

Its exactly what I'd do in your position. It might take a while to locate someone capable of doing the work, but it'll be MUCH cheaper than going the subie repair route of a complete replacement top assembly. Good Luck!
