Well if it is letting air into the bay though that isn't "functional" in the scoop technical sense it is letting in more cooler air.

As for real scoop functionality (i.e. RAM-air) that died when fuel-injection came about in 1986(?). Since there no longer is a traditional carburator to direct the scoop air charge directly into the carburator there is no reason to have a traditionally functional RAM air scoop. But there is every reason to make available more cooler air into the bay which a "hole" scoop design would provide.

The one picture does seem to show that the scoop is open as it appears looking through the scoop opening that the blower pulley can be seen positioned offset to the right.
