If your'e using contact cement, you have to let it fully gas out before you put your vinyl on it. Cover the wood fully with the cement, let it dry for about a day. Then you reactivate with a heat gun and then apply your vinyl. Vinyl doesn't really breathe as well as say carpet or tweed, so as it dries, the gasses that are trying to escape cause the vinyl to lift.
