You can certainly hit the track with Tony's old setup from 2016 as referenced in the picture, but i'd be hesitant to call it a "full track setup".
Also regarding 19's on a track car, most grassroots racers try to stay away from anything larger than 18's for the following reasons...
- More limited tire choices than 18's
- Cost of tires and wheels
- Cannot rotate tires with the stagger of most 19's
- Weight
- Did i say cost?
- Oh yeah and cost
