Default 2009 Nismo Spoiler Fading

Hey everyone! I just recently bought a 2009 Nismo in the silver/gray color. The paint on the top of the spoiler is heavily faded and pretty rough to the touch compared to the rest of the car.

The paint on the side of the spoiler is fine and the top is where the problem is. Is this a common issue? Did Nissan use a different paint for the spoiler or do you think mine was repainted?

Lastly, is there any advice on how I can fix this or does it need to be repainted? Is this the clear coat and could be buffed/sanded? I'm new to detailing but have seen some pretty amazing things accomplished.

P.S. I have applied a small amount of Turtle Wax Rubbing Compound on the wing with a soft sponge to see if it would help. These pictures were taken after, it did seem to help a little, but as I mentioned I need to learn more about detailing. Let me know if you have any questions, thanks again!
