Somewhere on the retractor is a switch that makes when the belt has been pulled out. The FSM will have details.

I'm guessing all you have to do is unplug one of the connectors on the retractor and short two of the wires. But cars are pretty smart nowadays and it may look for an off-to-on transition. FSM should tell you.
