It looks like the car has not had the best of care but it doesn't appear that it was abused, either. But it's difficult to tell from a few pics - get the 3rd party inspection done (especially the drivetrain and suspension). If the dealer balks at the inspection, walk away.

Surface rust on brake rotors (outside of the pad contact area) is normal There is a recent thread on the subject.

That does appear to be some corrosion on the front of the engine. It seems to only be surface corrosion so, as with the rotors, shouldn't be a problem. But it is as ugly as homemade sin.

Is it worth $23K? That's up to you. It sounds like it's going to need a lot of TLC to be cleaned up. If you can't do the work yourself, it may not be be worth it.
