It is illegal for dealers to sell cars without catalytic converters. I would take it back and have them install them. You can always remove them afterward, but you will have them in the future for whatever reasons.

The Nissan dealership did tests before selling the car to us(certified pre-owned) and everything came back good in terms of their emissions testing. Not sure what to do now, since it will likely not pass an annual emissions test in my county.
