First thing I'd do is check the fuse(s) with a multimeter. Visual checks don't always work well.

If fuse is good, I'd then visually check the lamp sockets for damage and check voltage with a multimeter.

If sockets good, I'd test the LED modules by hooking them up to an 12V DC supply.
